FL Project Manager

Location: Tallahassee, Florida (Onsite)

Pay Rate: $45-60 / hr

Role Overview

We are seeking a Project Manager to support a Technology Transformation initiative and other IT projects. This individual will lead a range of initiatives across software development, hardware upgrades, governance, and strategic IT programs while ensuring delivery aligns with organizational goals.

Key Responsibilities
  • Lead and manage IT projects including software development, hardware replacements, data migrations, and strategic initiatives.
  • Apply Earned Value Management (EVM), CPI, and SPI for budget tracking and performance monitoring.
  • Develop project plans, timelines, milestones, and resource allocations.
  • Utilize tools such as Microsoft Project, Smartsheet, Jira, or Trello for planning and tracking.
  • Work within Agile frameworks like Scrum and Feature Driven Design to deliver iterative solutions.
  • Facilitate stakeholder meetings, workshops, and requirement validation sessions.
  • Develop and manage user stories and acceptance criteria in Azure DevOps or GitHub.
  • Coordinate and support testing efforts, including UAT planning and execution.
  • Identify and manage project risks, issues, and mitigation plans.
  • Provide leadership and direction to project teams and ensure alignment with business objectives.
  • Monitor project progress, KPIs, and deliverables to ensure timely and successful completion.
  • Oversee vendor and subcontractor performance and deliverables.
Required Qualifications

Experience:
  • 5+ years of experience as an IT Project Manager leading technology initiatives.
  • Experience managing projects involving software development, data migrations, hardware upgrades, and governance.
  • Strong experience with Agile methodologies such as Scrum and Feature Driven Design.
  • Experience with budget tracking, CPI/SPI, and Earned Value Management.
  • Strong leadership experience managing cross-functional teams.
  • Ability to analyze workflows and recommend process improvements.


Technical Skills:
  • Experience with Azure DevOps or GitHub for backlog management.
  • Proficiency in requirements gathering, user stories, and acceptance criteria.
  • Knowledge of UAT planning and execution.
  • Experience with Microsoft Project, Smartsheet, or similar tools.


Education:
  • A Bachelor's or Master's degree in Computer Science, Information Systems, or a related field, or equivalent experience is required.


Preferred Qualifications
  • Experience leading large-scale or multi-team projects.
  • Background in business process modeling and continuous improvement.
  • Experience managing multiple project teams or programs.
  • Knowledge of data analysis and BI tools like Power BI or Tableau.
  • Experience with cloud computing and enterprise architecture.
  • Experience in government or public sector environments.
  • Experience with vendor management and budget oversight.
  • PMP certification.
  • Certified Scrum Master (CSM) certification.
Security Requirements

Candidates must be able to pass a Level 2 background check, sign confidentiality and data use agreements, and complete ethics and security training.

Additional Details

An on-site presence is required, though hybrid flexibility may be granted periodically. Candidates must be prepared to provide three professional references from government-related work performed within the past three years.
