Implementation & BI Architect - Moodle LMS Specialist (absolutely NO C2C/3rd PTY/Recruiters))

We are seeking a hands-on Moodle LMS Specialist to serve as a Lead Implementation Engineer for a new training platform for external users. This role blends expert Moodle configuration with Business Intelligence (BI) architectural principles to build a scalable, secure, and production-ready learner dashboard. You will be responsible for translating functional requirements into a high-performance solution within a Docker/Kubernetes environment.

Core Responsibilities & Technical Leadership

• Moodle Configuration & Theming: Configure Moodle LTS core and plugins to support SCORM 1.2 and MP4 delivery while implementing a responsive, branded learner dashboard with progress indicators.
• Learning Architecture: Set up complex learning structures including Tiers, Development Pathways, Badges, and tier gating logic.
• ILT & Automation: Configure Instructor-Led Training (ILT) features such as waitlists, session calendars, and region filters, alongside automated email and in-app notification workflows.
• BI & Reporting Excellence: Deliver comprehensive reports per user, course, and pathway; provide expert guidance on BI technologies to develop scalable applications and maintain technical architectural documents.
• Security & Compliance: Enforce strict security standards including MFA, TLS/HTTPS, and immutable audit logs while ensuring ADA Title II / WCAG 2.1 AA accessibility conformance.
• Infrastructure Collaboration: Partner with IT Ops to deploy Moodle in Docker/K8s, documenting backups, disaster recovery (DR) protocols, and patching cadences across environments (DEV/TEST/PROD).
• Admin Enablement: Conduct technical training for at least 10 administrators on content management, reporting, and operational runbooks.

To be successful, you will have:

• Hands-on Implementation Mastery: Proven experience launching production-ready Moodle environments for large user bases (up to 6,000 users).
• Technical Troubleshooting: Ability to diagnose and resolve BI tool capacity issues and recommend performance improvement strategies.
• Public Sector Savvy: (Nice-to-Have) Experience delivering solutions in public sector or regulated environments with strict federal compliance.
• Collaborative Mindset: Strong ability to coordinate between IT, business stakeholders, and Training Teams to ensure successful solution development.

• LMS Configuration, SCORM 1.2, & Role-based Permissions.
• Learning Paths, ILT setup, Transcripts, & Certificates.
• Notifications & Workflow Configuration (Email/In-app alerts).
• Security & Accessibility (MFA, TLS, WCAG 2.1 AA).
• Docker/Kubernetes Collaboration for Hosting Integration.
• Postgres or SQL Server (Queries, Schema, Backup mgmt).
• BI Architect/Developer guidance & technical documentation.

Preferred Qualifications

• Education: Bachelor’s degree in Business, Economics, Information Science, or a related field.
• Certifications: Certified Business Analysis Professional (CBAP) through the IIBA is a plus.
