Bachelor's degree in Management Information Systems, Business, or a related field, and/or relevant experience
Required Qualifications/Skills/Experience
8 years of experience working on large, complex IT systems
8 years of experience eliciting requirements, writing user stories and design documents, defining acceptance criteria, testing outcomes, and facilitating communication between business stakeholders, developers, and project teams
8 years of experience with SDLC procedures and system development methodologies
8 years of experience managing stakeholder expectations and priorities
8 years of experience working within a project governance structure, including methodology, required templates, and reporting
8 years of excellent task management skills, with the ability to balance and manage multiple tasks with changing priorities in a cross-functional environment
8 years of experience prioritizing and managing multiple projects and project activities simultaneously while meeting established deadlines
8 years of experience with Microsoft development platforms and software
6 years of experience working in an Agile environment
5 years of experience with Application Lifecycle Management tools, including Microsoft Team Foundation Server (TFS), Visual Studio Team Services (VSTS), Azure DevOps (ADO), Atlassian Jira, or IBM Rational Team Suite (RTC)

Business Analyst Overview
The Customer is focused on modernizing its Medicaid and Integrated Eligibility Systems to enable faster policy and program changes, improve continuity of operations, and reduce brittle point-to-point dependencies
The current environment includes data passing through multiple legacy systems with several weak links, resulting in data reconciliation failures, downstream impacts, and manual workarounds
This engagement will establish a governed enterprise integration and data foundation to address these challenges
The initial phase will focus on establishing a Cloud Foundation for a FedRAMP Moderate environment, providing a data integration platform, developing an application modernization strategy, performing a mainframe assessment, creating a product backlog, and defining program governance
The effort will ultimately support configuration of a modern Google Cloud application platform that enables incremental modernization while designing infrastructure aligned with Centers for Medicare & Medicaid Services (CMS) baseline requirements
The Business Analyst will support requirements, business process analysis, stakeholder engagement, data analysis, Agile delivery, governance, and communication across business and IT organizations
The role will work with key decision makers, systems owners, end users, executives, managers, IT professionals, and subject matter experts to support core processes and critical business objectives
The successful candidate will help translate business objectives and user needs into actionable requirements, facilitate communication across teams, and support delivery of solutions within an Agile framework
Job Duties
Create, present, and maintain user stories, acceptance criteria, demo expectations, and design documents in DHS-defined systems
Create, document, trace, maintain, prioritize, and assess changes to business processes and associated requirements
Work closely with key decision makers, systems owners, and end users in support of core processes and critical business objectives
Conduct research to obtain data, analyze problems, and advise and recommend solutions
Query and analyze data to determine solutions, such as installation of alternate methods and procedures, changes in processing methods and practices, or redesign of products or services
Advise client or department heads on alternate methods of solving needs or problems and recommend specific solutions
Work within an Agile methodology framework with a focus on delivering value and adjusting rapidly to produce the most effective outcome
Work closely with all IT organizations and drive projects to successful completion
Facilitate requirements gathering, process mapping, data gathering, and analysis throughout applicable phases of the project life cycle
Analyze business strategy and user needs, document specifications, and translate business objectives into system requirement specifications
Guide business customers through business case development for new applications and functionality, including cost/benefit analysis and risk/impact analysis
